Certifications, Registrations & Verifications

THE GOVERNMENT DOES NOT CHARGE ANY FEES FOR CERTIFICATIONS, REGISTRATIONS, OR VERIFICATIONS

•Be cautious that you are dealing with the correct websites, especially if you “Google” them - federal government websites will end in “.gov” or “.mil” – never “.com”.
•There are many for-profit companies posing as government entities on search engines, especially for CCR and ORCA registrations and they have paid to be at the top of these lists!

Government Contract Registrations

Step One: Obtain a DUNS Number
Dun & Bradstreet (D&B) provides a free, unique 9-digit identification number for each physical location of your business. A DUNS number is FREE; you do not need any of the services D&B offers for a fee for government contracting. To get a DUNS number or to check to see if you have one log onto http://fedgov.dnb.com/webform. For assistance from Dun & Bradstreet call 1-866-705-5711

Step Two: Register in CCR
The Central Contractor Registration (CCR) must be completed to do business with the federal government. It is a FREE online database that collects, validates, stores and disseminates data. The Federal government utilizes the information found in the CCR database to find potential vendors and to process contract payments electronically. Once you have a DUNS number, the information that D&B has for your business will provide the foundation for your CCR record. GCAP has created a worksheet to make the CCR registration easier. Step Three: Complete an SBA Profile for DSBS
The Dynamic Small Business Search (DSBS) is a database that is searchable for contracting officers and members of the general public alike. It builds information included in your CCR. Businesses can enter a capabilities statement, keywords, references and much more to help market your business. Also, unlike CCR, this database is only for small businesses.

Step Four: Register in ORCA
Online Representations and Certifications Application (ORCA) is the database in which you make formal certifications to the Federal Government regarding your business. You will need to wait 24-48 hours after you have completed the CCR and DSBS. You will need your DUNS number and MPIN (you make up your MPIN during the CCR registration) to begin the registration. There are many links to clauses in the Federal Acquisition Regulations (FAR) that you should READ carefully as you are certifying them during this process.

Federal Business Opportunities - FedBizopps.gov
Federal agencies use this site to communicate their buying requirements to potential suppliers. All federal contract solicitations with a value of at least $25,000 are published on FedBizOpps. Government agencies publish the solicitations on FedBizOpps, and provide detailed information on how and when vendors should respond.

Oregon Procurement Information Network, ORPIN provides access to procurement and contracting information issued by the State of Oregon, local governments, and political subdivisions.
